The reunion of the Pozorrubions of USA and Canada was not just an annual get-together of sankalilian, schoolmates and batchmates, relatives, barkadas, and best-friends-forever. It was also a meeting of kind-hearted souls who never forgot the town and the people they left behind (Read Ms Agnes Mendoza-Gupana’s personal account of the event).

This year’s reunion had no other than Mayor Emma Zosima Chan for special guest and speaker. Not only did Mayor Emma brought with her the latest news of Pozorrubio happenings including Pepeng and his 3 landfalls. She also shared her dreams and plans for the town which she aims to fulfill to complete, to continue for the rest of whatever is left of her term.

But most significant of all, by her very presence, she lent a much-appreciated genuine touch of the far and familiar to the homesick Pozorrubians.

Mayor Emma came home with $2,000 dollars-worth of love and care to the victims of the supertyphoon. Immediately upon her return, this aid was converted to goods and foodstuff which the Mayor and  the Municipal Social Welfare and Development Office under Joy-Ann Veniegas and her staff distributed at the lobby of the Municipal Executive Building last Thursday, November 19, 2009 to victims in the most-affected barrangays.

In recognition of the exemplary effectiveness of its performance and capabilities as a Local Government Unit in terms of the developmental areas (economic, social environment and governance), Pozorrubio was again chosen as Provincial Champion for the Search for the Best Performing LGU based on Local Governance Performance Management System (LGPMS) for CY 2009 by the Provincial Development Council chaired by Governor Amado Espino Jr.

This distinction is second time in a row for this eastern agricultural town of 73,000 population. While still a 2nd class municipality, it was awarded Best  Performing LGU-LGPMS of CY 2008 over all the 1st, 2nd and 3rd class towns grouped together in the Municipal A category.   Now, it tops off its first year as a 1st class municipality by again garnering the same award in the same category.

Also for the second time, Pozorrubio represents Pangasinan in the RDC-DILG (Regional Development Council-Department of Internal and Local Government) Search for Region 1 Best LGU-LGPMS 2009. Last year, Pozorrubio ranked 2nd runner-up in Region 1.
Pozorrubio will face 3 other qualifiers from the 3 other provinces of Region 1: Naguilian of La Union, Tagudin of Ilocos Sur and San Nicolas of Ilocos Norte.
The Regional Search Committee (RSC) shall conduct validation visits November 23 – December 14.

Municipality of Pozorrubio

History does not repeat itself. But we must know the history to understand the future.

The history  of Pozorrubio could also be known by way of looking back at the significant existing markers or places and studying the story  behind it. These historical markers are as follows:

The improvement and the new – look of the Municipal Hall was made possible during the term of Mayor Artemio Q. Chan. It is located within the Original “cuatro calles pueblo” of Pozorrubio. It was surrounded by what we now call Caballero St. Penoy St. Sison St., and Rizal St.

The old Municipal Building (Gumaca Type) was built during the Administration of Don Florentino Magno (1922-1928).

In 1939 the foundation of a small church called “visita Y Ermita in Barrio Claris were laid down which was later finished in 1842. Spanish priests from San Jacinto used to come to officiate / say masses.
When Pozorrubio  became an independent town on January 13, 1870, and became an independent parish, a temporary church (the first one) was built in the areas site at Cablong (now the town proper) after it was transferred from the original site at Claris now barrio Amagbagan). The new church was blessed on July 26, 1879 by Fr. Julian Lopez. Sta Filomena was chosen its patroness.

When the mid-thigh to sometime neck-high floodwaters receded its rampaging fury to a slow stop, Pozorrubio was a scene reflective of what you had been staring at raptly on screen since Ondoy – dark chocolaty mudmix drying then draping everything with throat-choking sticky, itchy sand. It caked fields, grains, streets and feet; it matted floors, walls, furniture, food stocks and clothes.

As reported previously, immediately the day after Pepeng swept through Pozorrubio, 1000 relief aid in family packs were released to the barangays hit the hardest. As of today, October 22, the Local Government Unit under the personal initiative of Mayor Emma Chan through its working arm, the Municipal Social Welfare Department (MSWD), was able to distribute 3,217 of the said packs. Each pack contained (with some variation) rice, sardine/tuna tins, noodles, coffee, milk, sugar.

Aurora Catindig Mendoza

Aurora Catindig Mendoza is an epitome of a woman whose beauty, success and compassion continue to touch people and transform lives.

A loving wife and mother, Aurora is a shrewd businesswoman and a caring friend. She traces her roots to Malolos, Bulacan. She was born to Mr. Julian Cotaco Catindig, an accountant, and Mrs. Donna Malonhao Catindig, a homemaker. She grew up with her brothers Tony and Jose and sisters Rubenia, Lourdes, and Agnes, all degree holders and successful in their own fields.

She was married to Mr. Jesus Mendoza, a retired United States Marine of Pozorubio, Pangasinan in 1984. Jesus and Aurora  are blessed with three children – the twins Xyline-Christine and Christia-Marie, and son Gabriel – and granddaughter Kayl

Aurora finished Bachelor of Science in Social Work in 1977 at Centro Escolar University in Manila, Philippines. In 1977, she became a Social Work Supervisor for Foster Parents Plan International. Later in 1980, she became a Psychiatric Social Worker for the National Mental Health.

Gold-tipped stalks waved from the fields. The farmers would have reaped an unprecedented harvest.

On October 8, 2009 from midmorning through the rest of the day and night, 650 hectares of riceland was reportedly inundated by waves and waves of floodwaters rushing down neighboring mountains and all the open floodgates of the San Roque dam.

Pepeng did not distinguish the villages from the fields. Floodwaters swirled and surged from knee-deep to chest-high. Fearing for their safety, 2,350 families from 11 barangays or roughly 11, 350 persons sought refuge in their barangay schools. 67 families or 450 persons, mostly from Villa Pozorrubio, were brought to the Municipal Gym. Only the big dump trucks could navigate the sea rolling through the narrow streets of the subdivision.

The Philippine Councilors’ League awards the Sangguniang Bayan of the Municipality of Pozorrubio, its Presiding Officer, Vice Mayor Reynaldo Reyes, SB Secretary Alicia Fronda and consequently the Chief Local Executive, Mayor Emma Zosima Chan as 3rd Most Outstanding in the Province of Pangasinan during the 19^th PCL Week Celebration and Awarding Ceremonies held at Boracay Regency Beach Resort and Convention Center last September 3, 2009.
